Subsidy on Adaptation Works in Owner Occupied Private Dwellings or in Private Dwellings rented to Tenants

 

Overview

To provide subsidies so that premises which are owner occupied or which are to be owner occupied or premises which are leased to tenants will be rendered habitable to an acceptable standard and used by owners and/or tenants and their families as their ordinary residence.

Who can apply


1. Owner occupiers
2. Landlords of private dwellings rented to tenants applying only to eliminate dangerous structures
3. The applicant or in case of a married couple one of the applicants is a Maltese citizen or an EU citizen
4. The applicant and his/her spouse are residents of Malta and have been so resident continuously for not less than twelve consecutive months immediately preceding the date of application;
5. engaged couples, whose application shall be made in their joint names and both must be over eighteen years of age
6. the value of the house does not exceed € 80,000 before the adaptations works permitted in this scheme have been carried out
7. The dwelling house on which subsidy is being requested was built on or before 1995. For every year after the base year 2009, the eligibility shall increased by one year after 1995
8. The aggregate annual income of the applicant/s should not exceed € 28,302.65
9. Assets should not exceed € 30,000.

Documents Required


 Original marriage certificate of applicant.
 Original birth certificate of each applicant and of each child under 18 years of age living with applicant.
 If the applicant is widowed: the original death certificate of the spouse.
 Photocopy of Identity Card of each applicant and of each child under 18 years of age living with applicant.
 If the applicant is separated: a copy of the separation degree from the First Hall Civil Court.
 If the applicant is bona fide de facto separated: the applicant must present proof that s/he is bona fide de facto separated.
 If the applicant is in receipt of children’s allowance, document from social security stating the total benefits of the preceding year.
 Documentation showing the Profit and Loss accounts, Balance Sheets, Stocks and Shares, Bank Books of the preceding year of application.
 If during any part of the preceding year of application, applicant was in receipt of Unemployment Benefit, documentation from the Social Security Department is required
 P3 / FS3 and a breakdown of income of each applicant of the preceding year of application showing the gross income, allowances, bonuses overtime etc.
 An updated workbook entries from ETC of each applicant
 A copy of the contract of purchase of the mentioned property
 If the property is rented to tenants: A copy of the rent agreement and a copy of the last rent receipt
 If the parent of the applicant died before November 1992, an official copy of the claim for accession is requested (which can be carried out by the Housing Authority).


Benefits granted


The adaptation cash assistance subsidy shall be based on the aggregate annual income according to the following schedules:

Member of the Family is to include only:-

(1) the applicant and his/her spouse;

(2) children living in the household including fostered children, grand children (neputijiet) or children related to the applicant up to the second degree even in the collateral line. The children must be:-

(a) not married; and

(b) dependent on the applicant; and

(c) not gainfully employed; and

(d) under 18 years of age.

 

The age limit must not apply to persons registered as disabled.

 
The maximum amount granted under this scheme is € 7,000 for

(a) The Adaptation Cash Assistance, in case of owner occupiers, may be granted only for the purpose of assisting the applicant in carrying out the following works or improvements, namely:

(1.1) repairs to dangerous structures;

(1.2) necessary repairs to structure

(2) the replacement of old water and electricity installations;

(3) improvement works in the bathroom if below an acceptable standard or where a bathroom is not installed in the premises, the installation of a bathroom;

(4) laying of floor tiles to render premises to become habitable;

(5) repairs to an old drainage system or its substitution;

(6) the repair of external doors and apertures and balconies, as the case may be, 'which are not of an acceptable standard;

(7) the provision of water proofing to the roofs of the dwelling house.

(8) appropriate improvements and damp proofing works as permanent solutions to eliminate problems of rising damp which cause inconveniences to occupiers.

(9) Professional fees and permit fees (only if a MEPA permit is required)

(b) The Adaptation Cash Assistance, in case of landlords of rented properties, may be granted only for the purpose of assisting the applicant in carrying out the following works, namely:

(1) repairs to dangerous structures;

(2) necessary repairs to structure

(3) Professional fees and permit fees (only if a MEPA permit is required)

Landlords of rented properties can apply under this scheme for assistance to carry out adaptations works in ONLY ONE property.


Refund of Grant Enjoyed


Applicants, both in case of homeowners and landlords of rented properties, bind themselves to refund to the Authority the full grant enjoyed under this scheme. Applicants will be obliged to refund 6% of the grant per annum until the whole grant is paid back to the Authority. The first payment will be effected a year after the first payment of grant under this scheme.
 

An administrative fee of € 20 is to be paid upon submission of application form.
