Construction and/or Completion or Rehabilitation of First Home  


 

Overview

 

This scheme provides a grant to partly compensate for the expenditure in respect of the cost of construction and/or completion or rehabilitation works on the first dwelling house.

 

 

Who Can Apply

 

 

Documents required

 

1.     Original marriage certificate. (Not applicable in case of engaged couples.)

2.     Original birth certificate of each applicant.

3.     Photocopy of Identity Card of each applicant.

4.     If the applicant has a disability or mental health problems, a medical certificate is required describing the conditions of disability or long term mental illness and/or a photocopy of the Special Identity Card issued by the National Commission for Persons with Disability.

5.     A copy of the Contract of Sale.

6.     An architect’s certificate specifying in which phase the works are.

7.     Original fiscal receipts stating the name of the vendor as well as the name of the buyer. Every fiscal receipt must either contain a brief description of the item(s) bought or services rendered, or must be accompanied by the invoice.

8.    Transfers and Liabilities of each applicant.

9.    If the applicant’s parents are dead: the original copy of the claim for accession is requested.

10.   Any permits from the Planning Authority.

11.   Plans of the property and Site Plans.

12.   Declaration from the Public Registry that shows the assets of the applicant/s and that this property is their first home. (To be collected by the Housing Authority. Please sign under Dikkjarazzjoni – Rigward Ricerki and pay respective fee)

13.   If the parent of the applicant died before 1992 a copy of the death certificate is requested.

 

With the application form an administrative fee of € 23.29 is to be paid.

 

Benefits granted

 

(i) For engaged or married couples, separated persons, single parents or widows/widowers with custody of children the grant amounts to a maximum of € 5,823.43 (€ 3,028.19 for works related to construction and/or € 2,795.25 for finishing works)

 

(ii) For single persons over 30 and/or persons over 18 years of age with physical, intellectual disability or who are suffering or suffered from chronic mental illness the grant amounts to a maximum of € 2,329.37 (€ 1,397.62 for works related to construction and/or € 931.75 for finishing works)

 

An additional grant of € 1,164.69 (€ 698.81 for works related to construction and/or € 465.87 for finishing works) is given for the rehabilitation or reconstruction of a property built and ready for habitation before 1st Jan 1990. (Cat B)

  

Grants given according to works carried out:

 

Category A: Construction and finishing works of a first dwelling house, which was built or completed after 1st of January 1999

 

Category B: Rehabilitation, reconstruction and extensions of property for use as a first dwelling; works related to the same residence were carried out after 1st January 1999; property was built and ready for habitation on or before 1st January 1990.

 

Grants are made in two separate instalments:

 

1st instalment: a grant amounting to 13.04 % in the case of works completed by the 31st December 2003 and 15.254 % in the case of works competed after 1st January 2004 on the actual taxable value of goods and services supplied and paid for on or after the date of acquisition of the property relating to construction (Cat A)/relating to costs of demolition (where applicable), reconstruction and extensions (Cat B) including:

 

- Excavation,

- Foundations,

- Masonry and concrete including screed, and

- Fees related to the construction of the dwelling.

 

2nd instalment: a grant amounting to 13.04 % in the case of works completed by the 31st December 2003 and 15.254 % in the case of works competed after 1st January 2004 on the actual taxable value of goods and services supplied and paid for on or after the date of acquisition of the property relating to finishing works including:

 

- Plastering and painting

            - Electricity and plumbing

            - Tiles and marble

            - External and internal doors

- Windows and bathrooms
